The road to the 26th World Scout Jamboree has just become more detailed, more concrete, and significantly more practical. With the publication of Bulletin 3 on Friday, 5 December, the Jamboree Team opens a new chapter – one focused on clarity, updated guidance, and a growing level of operational readiness. For Heads of Contingent, Contingent Management Teams, ISTs, and anyone following the preparations, this edition is essential reading.
One of the most notable elements of this release is the new colour-coded system that clearly highlights all changes introduced since the previous bulletin. New pages are marked with an asterisk, updated content carries a caret, added text appears in green, and outdated content is struck through. This approach provides transparency and makes it easier than ever to navigate a growing and evolving set of information.
Bulletin 3 significantly expands the key information available to contingents. The programme, previously outlined in broad terms, is now presented in full detail — from on-site modules on the beach and in the forest, to 24-hour adventures with Polish Scouts, community projects, and cultural exploration in Gdańsk. It also clarifies the structure of the Subcamp Programme, including the Solidarity Badge, Cultural Day and Opening Game, and explains how the Plaza will serve as a lively space for cultural exchange, spiritual reflection, and engagement with partner organisations.
The IST section is considerably enriched, offering a clear preparation pathway for volunteers. It explains the upcoming e-learning, the job catalogue, the role-selection process, and the structure of on-site training, while setting out expectations and the support that IST members will receive.
Information about the Jamboree site has also been greatly expanded. Bulletin 3 introduces updated maps, details on water and sanitation systems, shower and toilet facilities, waste management using Gdańsk’s five-bin system, electricity and charging arrangements, and improved mobile and Wi-Fi coverage supported by temporary towers. It also provides guidance on weather, ground conditions, and practical camping advice.
The chapter on building contingents has been refined, clarifying size limits, unit structure, adult-to-youth ratios, and the roles of APLs, CMT members, and ISTs. It outlines the process for pre-selecting ISTs for specialist roles, including Food Houses, and introduces new learning and development opportunities for CMTs. Updated deadlines and the confirmed schedule of HoC Meetings reflect the current planning timeline.
For the first time, Bulletin 3 also includes initial information on food at the Jamboree, describing how distribution will work, what dietary considerations are being planned for, and how Food Houses will operate, with further details to follow in a dedicated circular.
Finally, the expanded chapters on health, safety, security and Safe from Harm lay the groundwork for the operational procedures that will guide medical care, safeguarding, participant welfare, and emergency preparedness. Together, they emphasise the commitment to creating a safe and inclusive environment for everyone involved.
The bulletin also dedicates significant space to helping contingents and participants prepare their journeys to Poland. It introduces the host country, the Pomorskie region, and the city of Gdańsk, offering suggestions for travel, sights, and cultural experiences. From national parks and UNESCO sites to major cities, the Polish coast, and recommended attractions, this section helps smooth the planning process for those hoping to explore beyond the Jamboree. It also draws attention to the “Hard to read, easy to…” promotional campaign, with ready-to-use materials available on HoC Base.
As with earlier bulletins, HoC Base remains the central, ever-expanding platform where all documents, updates, resources, and templates are stored. Bulletin 3 reinforces its role as the primary reference point for contingent teams – a place designed for continuous updates rather than static releases.
Ultimately, Bulletin 3 is far more than a simple information packet. It marks a shift toward a more operational phase of Jamboree planning, offering clearer structures, stronger guidance, and the practical knowledge needed to move forward with confidence. For thousands of Scouts, volunteers, and leaders around the world, this bulletin represents another step toward a Jamboree that is bold, inspiring, and ready to welcome the world bravely.
The World Scout Jamboree is the largest regular event of the Scout Movement, held every four years and gathering tens of thousands of Scouts aged 14–17 from nearly every country in the world. It’s a unique celebration of peace, diversity, learning, and international friendship.
In 2027, for the first time in history, Poland will host this extraordinary event and it will take place in the beautiful coastal city of Gdańsk.
