Welcome to the 26th World Scout Jamboree Poland 2027!  We are all committed to creating a safe, inclusive, and welcoming environment for all attendees. This Code of Conduct outlines the expected behavior of all adult participants, including observers, guests, volunteers, contractors, and staff, during the event. 

1. Respectful Behavior

1.1 Always be honest, speak respectfully, and treat people and property with care.   

1.2 Respect cultural diversity, opinions, and perspectives, promoting peace and inclusivity.   

1.3 Avoid offensive language, discriminatory actions, and inappropriate behavior.   

2. Compliance with Rules and Laws  

2.1. Follow Jamboree rules, the Safe from Harm policy, safety protocols, and Polish law.   

2.2. Always wear the Jamboree ID unless otherwise instructed for safety reasons.   

3. Boundaries and Privacy  

3.1. Respect access restrictions and do not enter private areas unless you are invited.  

3.2. Avoid unwelcome physical contact and treat others with respect. Do not engage in teasing, bullying, harassment, discrimination, fighting, shouting, or any form of abuse.  

3.3. Respect personal boundaries. Do not touch others without their clear permission.   

4. Appropriate Use of Technology  

4.1. Do not share indecent, abusive, threatening, or illegal content via social media or other platforms.   

5. Dress and Conduct  

5.1. Wear appropriate clothing for a Scout event and ensure privacy while changing.   

5.2. Do not disrespect others for their clothing choices.   

6. Environmental Responsibility  

6.1. Keep all spaces clean, properly dispose of trash, and follow sustainability policies.   

7. Safe from Harm Compliance  

7.1. Safeguard the physical, emotional, and psychological well-being of others.   

7.2. Do not engage in any inappropriate relationships with young people, and I recognize that sexual relations with anyone under 18 years of age are strictly forbidden and violate WOSM’s Safe from Harm policy as well as Polish law. 

7.3. Understand and recognise your duty to report any harmful or abusive situations you witness or experience.   

7.4. You have a duty to protect participants, and to promote and comply with all elements of the Safe from Harm training and rules to ensure a safe Scouting environment at the Jamboree.   

8. Substance Use and Prohibited Items  

8.1. Smoking and vaping are allowed only in designated areas.   

8.2. The use, possession, sale, or misuse of alcohol and illegal drugs is strictly prohibited at all Jamboree venues, both on- and off-site, for the entire duration of the event. Additionally, energy drinks are strictly prohibited for minors (under 18).   

8.3. Drones, firearms, fireworks, indecent material, any weapons, are forbidden for all attendees.   

8.4. Gambling or any form and selling items is prohibited.   

9. Other Regulations  

9.1. Swapping badges, patches, souvenirs and other items is only allowed with other adults (over 18).    

 

As an adult person at the World Scout Jamboree, I commit to adhering to this code of conduct and all Jamboree regulations. If I am a member of the World Scouting, a National Scout Organisation, a Contingent, or the Jamboree Organisation, I will also uphold the principles of Scouting by following the Scout Promise and Law. 

 

Extract from the Terms and Conditions of the 26th World Scout Jamboree: 

“8.4 Penalties and Expulsion 

Anyone in breach of the 26th World Scout Jamboree regulations, code of conduct, Safe from Harm standards, or local laws may be evicted from the event at any time. Anyone – including guests and visitors – behaving in a manner considered dangerous, which causes offense to others, or is otherwise inappropriate in the context of the World Scout Jamboree, will be evicted from the Jamboree Site and will not be eligible to any refund of fees. 

The Jamboree Organisation reserves the right to exclude any group or individual from the Jamboree site and, whenever appropriate, the Head of Contingent will be involved in such a decision. Any expenses arising from the exclusion of eviction of such groups or individuals will be the responsibility of the individuals involved, and complaints or requests for compensation will not be considered.”
