Job title: Co-Lead, Safe from Harm Operations Unit (SHOT) Section, Safe from Harm Department

Nature of engagement: Volunteer contract

Duration: From November 2025 until the end of the project in December 2027

Department description: The role of the Safe from Harm Safe from Harm Operations Unit (SHOT) Section is to work with the other sections in the Safe from Harm Department (Listening Ear, Learning and Knowledge Management, and Access and Inclusion), WOSM’s Safe from Harm team, relevant Jamboree departments and external partners in order to prepare the Safe from Harm regime and programme for the Jamboree, including Standard Operating Procedures and adult and participant learning, to minimise the probability that Safe from Harm incidents will occur, and to lead the response to any that do happen.

What you should expect

Responsibilities

Joint leadership of the Safe from Harm Operations Unit (SHOT) in the Safe from Harm Department with one other co-lead (already appointed).
Design and implement a structure of Safe from Harm Operations Unit at the Jamboree and Standard Operational Procedures,
Liaising on Safe from Harm with contingents and other Jamboree departments, as well as external partners such as the police and social services
Manage a Safe from Harm case response both prior (within JPT) and at the Jamboree, including collecting evidence, identifying and interviewing perpetrators, making recommendations about what should happen to them, supporting those who experience incidents
Strong collaboration with Security and Safety Department and local authorities to ensure a smooth Safe from Harm intervention
Provide support and supervision to LE units delivering services both in person and online to participants complaining of psychological and mental discomfort
Advising on training curriculum for Safe from Harm learning experience, both for Adults and Youth Participants
Contribute the insight to the projects and share expertise to other sections of the Safe from Harm Department (Listening Ear, Learning and Knowledge Management, Access & Inclusion)
Record keeping and reporting.

Commitments

attend department and section meetings, usually every four weeks, which will be mostly virtual,
attend JPT meetings – about two in-person meetings per year, and several virtual meetings,
follow up promptly to communication by email and on our internal platform, Slack,
have two to three hours available during the week (the workload is unlikely to be evenly distributed, with some more intensive periods of activity, so this is an average),
arrive at the Jamboree site a couple of days before the event and stay one or two days after contingents leave to ensure arrival and departure process. The Jamboree will take place between 30th of July and 8th of August 2027.

All candidates are kindly requested to save the date on 6th – 8th of February 2026 for an in-person Safe from Harm Department Meeting.

Knowledge and skills

knowledge of the Safe from Harm World Policy and Safe from Harm procedures for case management at international events
the ability to maintain composure when dealing with conflict and emotionally challenging situations,
ability to show empathy to victims and witnesses without becoming emotionally involved,
inquiring and objective mind and excellent communication and diplomatic skills when dealing with contingents and external partners,
openness to the cultures of other countries, being adaptable and able to understand differences, to enable unbiased assessment and prompt resolution of Safe from Harm incidents
ability to work with volunteers and staff of the Jamboree and members of its contingents
ability to lead and work in a group
efficiency, motivation, self-reliance and proactivity, going hand in hand with good organisational skills
ability to make recommendations and decisions in difficult circumstances and act on them impartially and promptly
integrity and a strong sense of ethics in all actions and decisions

Background Experience

Experience of Safe from Harm operations at the World or Regional Scout Event.
Strong knowledge of the WOSM Safe from Harm framework.
Managing project teams in a remote setting

active membership in the Polish Scouting & Guiding Association (ZHP)
completed leader’s service in the previous year and an opinion of the relevant Regional Commissioner or Chief Commissioner (Komendant Hufca / Komendant Chorągwi / Naczelnik ZHP)
positive experience of projects at least at regional level (domestic)
ability to communicate freely in spoken and written English

Applicants from abroad should meet the following requirements:

Active membership in one of the organisations belonging to the World Organization of the Scout Movement (WOSM)
a favourable opinion from the International Commissioner
positive experience of projects at international level
ability to communicate freely in spoken and written English
